In a Rare Rebuke, House Republicans Break with Trump and GOP Leaders to Push Through Ukraine Aid and Russian Sanctions.
In a striking act of defiance, more than a dozen House Republicans joined Democrats to pass a major bill sending billions in aid to Ukraine and slapping harsh new sanctions on Russia. The final vote was 226 to 195, with 18 Republicans crossing the aisle.
The move openly challenged both President Donald Trump and House Speaker Mike Johnson, who had urged his members to give the president room to negotiate with Moscow. But a group of GOP lawmakers fueled by frustration over Trump’s hands-off approach and the escalating brutality of the war forced the bill to the floor using a rare procedural move called a discharge petition.
The legislation includes steep penalties on Russian energy, banking, and mining sectors, a 500% tariff on Russian imports, and a ban on Russian crude oil coming into the U.S. It also authorizes $8 billion in new weapons sales to Ukraine and extends a lend-lease program from the Biden era.
While the bill passed the House, its future in the Senate is uncertain. It would need 60 votes to overcome a filibuster, and it’s not clear that enough Republican supporters remain. Still, the House vote marks the first major pro Ukraine action of Trump’s second term and a clear signal that his own party is fractured over how to handle Russia.
Many Republicans who backed the measure said they couldn’t wait any longer while the war intensifies and U.S. involvement fades. Others argued that with Trump focused largely on Iran and struggling to make good on his promise to quickly end the Ukraine war, Congress needed to step in.
For now, the bill is a symbolic and practical rebuke one that shows just how much Trump’s grip on his party has loosened when it comes to standing up to Russia.
